In today's urban development, we need to think long-term and holistically. How can a city grow and adapt to change without losing its identity?

This was the starting point for Moss Rock City, a feasibility study for the strategic development of downtown Moss through to the year 2100. The project covers the area from Tollboden in the north to Kleberget in the south and examines how the harbour and waterfront can be developed—without moving the ferry terminal. The study assesses the harbour's role in local and regional business, alternative uses, and how to open the city to the sea. The work is part of the knowledge base for revising the downtown plan and responds to various political positions and parallel development plans. The goal is to ensure long-term, sustainable, and coordinated development—in the correct sequence.

In collaboration with Enkime Architects, Beta Mobility, and Lala Tøyen, Halogen contributed with service design and co-creation methodologies to develop future scenarios and concepts for the area. We used methods for effective participation, including public meetings and workshops, and developed strategies to unlock synergies between mobility, landscape, and architecture. This facilitated a deeper understanding and collaboration between various professional communities and stakeholders. Halogen also developed a toolbox for strategic urban development and a governance model for organising and anchoring future work—with an emphasis on long-term partnerships and temporary measures.

The result is a transformative and forward-thinking development concept for downtown Moss. The proposals include:

  • New use of the historic harbour site as a fjord center and public swimming pool

  • Expansion of Moss Harbour's logistics areas

  • Rerouting of the national road 19

  • Using the old railway route as a park and bicycle route

The concepts are anchored in the municipality's vision of a diverse Moss—more creative, warmer, and greener—and balance the needs of people, nature, and infrastructure. Overall, the project shows how Moss can be developed into a more inclusive, vibrant, and attractive southwest-facing city district over time.
